  3. EU: European Commission lowers bisphenol A limit in toys
Back in July 2016, we shared with you that the Commission issued a draft directive1 to adopt a lower migration limit for Bisphenol A (BPA) in toys which are intended for children under 3 years of age or in other toys intended to be put in the mouth under Appendix C of Annex II to Toy Safety Directive 2009/48/EC. After a year of discussion, the Directive (EU) 2017/8982 was finally published in the Official Journal of the European Union (OJEU) on 25 May 2017 and will be effective from 26 November 2018. The comparison of current and new limits can be found in the table below.
There is a systematic review of EN 71 parts 9-11 due in September 2017. The European Committee for Standardization (CEN) requires decision to revise or withdraw or confirm each of the three standards. Regarding the new CMR substances listed under Appendix C of Annex II to Toy Safety Directive 2009/48/EC, CEN is working on specific EN 71 standards to support the restrictions. It is foreseen that each standard will take 3 to 5 years to develop.
